Deadly Pandemic Bird Flu Details Finally Are Made Public

Scientists and policy makers argue that publishing full H5N1 ferret papers is important for protecting humanity against future pandemics

?

Ten ferrets, some bird flu and swabs. That is all, according to a presentation last summer, one needs to concoct a virulent strain of influenza that could start a deadly pandemic among humans.

These initial findings were presented last September in Malta at the European Scientific Working group on Influenza meeting to an auditorium packed with fellow scientists and policy makers. Ron Fouchier, a virologist at Erasmus Medical Center in Rotterdam, himself a bit sniffly at the time, calmly explained that he and his team had discovered that without the help of another virus, the deadly avian flu (H5N1) could easily mutate in mammals to become transmissible through the air, like a true pandemic strain, through a sneeze or a cough. And it might need as few as five mutations to make that leap.

The findings took time to gain attention wider public attention, but when research manuscripts describing the specific mutations that the virus underwent were submitted to scientific journals, many scientists and commentators protested, suggesting such information could be used by bioterrorists to manufacture a pandemic flu strain. But after extensive review by researchers, journal editors and even the National Science Advisory Board for Biosecurity, a decision was finally made to take the papers public.

Today in Science, the full paper on the ferret experiment is being published and made freely available online in its entirety. This publication follows the May release of a similar H5N1 study in Nature.?(Scientific American?is part of Nature Publishing Group.)?A second Science study, also published online June 21, assesses the likelihood that these mutations will occur in nature and spur a pandemic in humans. Today's paper is published alongside eight essays explaining some of the risks and benefits of this sort of research.

The upshot is further evidence that this deadly bird flu spreading to humans "is absolutely in the realm of possibility," Derek Smith, of the University of Cambridge, who co-authored the separate, second Science paper said at a Wednesday press briefing. "We see no fundamental hurdle to that happening."

H5N1 has already been found in some 20 mammalian species, including dogs, cats, humans and the dreaded virus reservoir, pigs, Fouchier noted at the briefing. About 600 human deaths have been confirmed in the past 15 years as being caused by this infection, acquired directly from birds. (The mortality rate among humans has been reported at a scary 60 percent, but this is likely an overestimate because non-lethal cases are probably not reported as often, Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, and Francis Collins, director of the National Institutes of Health, noted in an essay in the same issue of Science)

"Whether this virus may acquire the ability to be transmitted via aerosols or respiratory droplets among mammals, including humans, to trigger a future pandemic is a key question for pandemic preparedness," Fouchier and his colleagues wrote in their paper.

CAIRO (AP) ? Egyptian authorities may delay the announcement of the winner in the presidential runoff, which had been expected on Thursday, because of a large number of complaints filed by the two candidates, a senior election commission official said.

If the electoral commission does delay the official declaration of a winner, it will only heighten tensions gripping the country after both candidates claimed victory. The camp of ousted leader Hosni Mubarak's last prime minister Ahmed Shafiq says he won with 51.5 percent of the vote while the campaign of Islamist Mohammed Morsi of the Muslim Brotherhood says he got 52 percent to defeat Shafiq with 48 percent.

Adding to the potentially explosive dispute over the election is the latest health scare of the 84-year-old Mubarak, who was ousted in Egypt's uprising last year and is now serving a life sentence in prison.

Overnight, state media reported that he suffered a stroke and was put on life support. He was transferred to a military hospital from the Cairo prison hospital where he has been kept since his June 2 conviction and sentencing for failing to stop the killing of protesters during the uprising. On Wednesday, security officials said he was in a coma but off life support and his heart and other vital organs were functioning.

Already, the rival claims have injected a new irritant into Egypt's worsening political crisis with less than two weeks left before the ruling military council that took over from Mubarak 16 months ago was scheduled to hand over power to an elected president. The ruling generals have issued amendments and additions to a constitutional declaration that tightened their grip on power. The decree stripped the next president of significant powers and gave the military control over the national budget and the drafting of a new and permanent constitution.

The declaration came just days after judges appointed by Mubarak before his ouster ruled to dissolve the Islamist-dominated parliament on the grounds that the law governing its election some six months ago breached the principle of equality.

Tens of thousands of Islamists from the Brotherhood and its allies staged a protest in central Cairo on Tuesday night to denounce the declaration and the dissolution of parliament.

But some saw the rally more as a celebration of Morsi's victory and a show of force in the face of the rival victory claim made by Shafiq, a former commander of the air force and a longtime friend and admirer of Mubarak. Many among the protesters were chanting for Morsi and carrying his portraits.

The election official, who spoke on condition of anonymity because he was not authorized to speak to the media, said the commission was looking into scores of complaints by Morsi and Shafiq.

Security officials said several employees of the state press, where election ballots were printed, were being questioned by prosecutors over allegations that thousands of the ballots were marked in favor of Morsi before they were sent to polling centers known to be run by officials sympathetic to the Brotherhood. Already, three heads of polling centers in different parts of the country have been arrested for questioning about alleged vote rigging.

The ruling military council, the state prosecutors and the election commission are all seen as close to the old regime, which engaged in widespread vote rigging and fraud throughout Mubarak's three decades in power. The allegations could be an attempt by old regime figures to discredit the Brotherhood and undercut its power.

There have been more complaints about the weekend presidential runoff than any election since the ouster of Mubarak. But foreign and local monitors say they were not serious or large-scale enough to question the legality of the process.

Mubarak's transfer out of prison overnight could also stir up anger among opponents of the regime, who have long suspected that he is getting preferential treatment by the ruling generals led by Field Marshal Hussein Tantawi, the former president's defense minister for 20 years. Mubarak was kept out of prison for the entire time since his arrest last year in April and until June 2 when he was taken to Torah.

Mubarak's wife Suzanne was by his side in the Nile-side military hospital in Maadi, a suburb just south of Cairo, where he was transferred. The security officials said a team of 15 doctors, including heart, blood and brain specialists, was supervising the condition of Mubarak, who needed help with his breathing. The officials spoke on condition of anonymity because they were not authorized to speak to the media.

Mubarak was convicted of failing to prevent the killing of some 900 protesters during the 18-day uprising that forced him out of office on Feb. 11, 2011. He and his two sons, onetime heir apparent Gamal and wealthy businessman Alaa, were acquitted of corruption charges. But the two sons are held in Torah awaiting trial on charges of insider trading.

The two were by their father's side at the Torah prison hospital, but the officials said prison authorities refused their request to accompany him to the Maadi military hospital.

Romney says Michigan win would hand him presidency

FRANKENMUTH, Mich. (AP) ? Now the likely Republican presidential nominee, Mitt Romney was back home in Michigan on Tuesday ? where, he says, the "trees are the right height."

"I'm going to win Michigan, with your help!" Romney told the crowd gathered outside the sprawling Bavarian Inn Lodge in this resort town. "If I am lucky enough to be elected president, I'll be the first president in American history to have been born in Michigan."

Flying home on his campaign plane Monday night, Romney joked about a past comment that drew some ridicule ? and repeated it for his traveling press corps. "When we land, look around, and you'll see the trees are the right height," he said, to laughter. Asked if carrying the state in November would have special meaning, Romney said: "If I win in Michigan, then I become the president, and that would mean a lot to me personally."

Romney is the former governor of Massachusetts, but he was born in Michigan and raised in the suburbs of Detroit. His father, George Romney, ran a car company ? American Motors Corp. ? and went on to run the state as governor.

In 1968, George Romney failed to win the Republican presidential nomination, a prize his son is set to be officially awarded at the Republican National Convention in August. It's been a long journey that began nearly six years ago, when Mitt Romney launched his unsuccessful bid for the 2008 GOP nod.

Michigan is one of several states that could make the difference in November. It's not on his campaign's list of top targets ? that's reserved for what the campaign sees as traditionally Republican states like Virginia and North Carolina and swing states like Ohio and Florida.

But it's one of a number of Rust Belt states President Barack Obama won in 2008 and where Romney's campaign team sees an opportunity.

"There's another level of states that are all states that Obama won last time," said deputy campaign manager Katie Packer Gage, a Michigan native. "And he won't win if he doesn't win them again."

Romney faces an uphill climb in Michigan. There's a strong Democratic base in Detroit, and he's already struggling to explain his opposition to the federal bailout that saved General Motors and Chrysler.

Romney started Tuesday in Frankenmuth, where he participated in a round-table discussion with small-business owners and then held an outdoor rally. He stopped at the Sweetie-licious pie shop in the afternoon and made an unannounced detour to an ice cream shop in Holland, where he said his campaign is "thoroughly vetting" Sen. Marco Rubio for vice president. He concluded his five-day bus tour on the shores of Lake Michigan. At each stop, he criticized Obama's energy policies but steered clear of mentioning the auto bailouts.

Romney's campaign has been filled with reminders of his Michigan roots. George Romney's photo was tacked to a wall in the campaign bus during the primaries. Supporters come to campaign rallies armed with Romney '68 memorabilia and stories about volunteering on his father's presidential campaign.

The Republican presidential challenger also has talked about his love for Vernors, a distinctive ginger ale that's popular in Michigan and has strong carbonation that sometimes prompts sneezing. And there are the cars ? the product of the industry that's driven Michigan's culture and economy. Romney loves them, and easily recalls exactly what he was driving during special moments in his life. On the campaign trail, he frequently mentions the Rambler, the car his father seized on as a way to revive a struggling American Motors.

In Troy, Ohio, on Sunday, Romney climbed into the front seat of an immaculately maintained 1961 Rambler owned by 20-year-old Michael Scheib. "I've got a '63, but it's not in as good condition," Romney told Scheib as the young man took his burger order at the local hamburger shop.

"Brings back memories," he told reporters afterward.

Still, cars caused Romney some problems before the Feb. 28 Michigan primary. During one event, Romney mentioned that his wife, Ann, drives "a couple of Cadillacs," a comment that helped paint him as out of touch with Americans struggling in a bad economy.

And while Romney's opposition to federal support for GM and Chrysler wasn't a big issue in the GOP primary, Democrats continue to criticize him for it. Romney has struggled to clarify his position, saying that he supported the managed bankruptcy that eventually restructured GM. Still, he was opposed to using federal money, and attacked the bailouts during the primary campaign.

There are already signs he plans to soften his tone. "He's going to acknowledge, as he has, that President Obama and he ultimately shared the same goal, which was to see the auto industry survive and thrive," said Gage, the deputy campaign manager. "They just had different ways of going about it. He's pleased to see that it does seem to be getting stronger."

Romney steered clear of the issue during his early events Tuesday. Instead, he and his wife told stories about growing up in Michigan.

"People don't know, like, how wonderful it is to be from Michigan," Ann Romney said, to cheers from the crowd. She held up her hand, as Michiganders do, to help outsiders understand its mitten-shaped geography. "I love coming here and showing the hand."

At their final stop, on the shores of Lake Michigan in Holland, both Mitt and Ann Romney kicked off their shoes and walked through the sand down to the water. Holding hands, they walked into the water.

Ann had said earlier: "Lake Michigan! Yay!"
